Measure out the garlic powder, paprika, cayenne pepper and sugar into a small bowl. Set aside somewhere within easy reach of your stovetop.
In a small saucepan, melt butter over medium heat.
Once the butter has melted, add all spices to the butter and constantly whisk until fragrant and slightly nutty, about 2 minutes.
Set aside to cool for 5 minutes.
Using a medium fine mesh sieve, carefully strain the melted butter mixture into a medium bowl. Discard the spices left in the strainer.
Whisking constantly, slowly pour the hot sauce into the butter mixture, followed by the vinegar.
